Short Answer: No.
Long Answer: Looney Labs was founded with the mission of publishing our own inventions, not those of others. See the suggestions listed below for ideas on other places you might try to submit your game ideas. If your idea is for a new version of Fluxx or Chrononauts or any of our other games, please understand that we might already be working on the exact same idea - so if you want to show us your ideas, we need to know that you are giving your ideas away to us freely, before we can even look at them.
Unless we receive a signed copy of This Agreement from the owner(s) of the idea that is being submitted, it is our policy at Looney Labs to return or destroy (our choice) all submissions sent to us without any review or consideration. Here is the address for where to send the signed form.
Thanks for loving our games so much you want to show us the custom version you created!
-Kristin & Andy Looney

Also, "On Board Games" is a good website with several podcasts you can list to on such topics as:
Back in Game Design - Round table about board game design
Game Production - they talk about getting a game from the designer to your table
Good luck!
